There are multiple apps that can turn any urls into a qr code; you don't need to store the qr code in an image format. There are even web browser add-ons that you can use, such as the one found here called Offline QR Code Generator https://github.com/rugk/offline-qr-code ... this works for firefox, android, and pc.

If you use linux and have plasma desktop its already built into the copy paste function.
