Unless something changed that I haven't heard about, the outgoing POTUS still receives the PDB for the first 4 yrs after their term is over. It's part of the nornal CoG plans, in the event the current Admin suffers a catastrophe, such as they all end up dead or incapacitated, the former POTUS can step in, in an emergency and continue running the country. It's one way that former POTUSes like Clinton, the Bushes, and [Hussein] were able to stay one step ahead of their successors.
