When I was that boys age, Mother, Homemaker, House Wife were actual careers. Now, that work is all sub-contracted out to pre-schools, daycares, and public schools so that "mom" can go back to work to make money. Either because she is single and has no husband to support her, or because the family needs her extra income to pay for the 4000 sq. ft. McMansion in the suburbs. Kids played in the neighborhood and ran free, knowing that there was a mom in every house, always had eyes on and ready to stop any shenanigans. If you messed up at some friends house, you got two whippings, one from your friends mom, and one from your mom when you got home.
I propose that women, once they have kids, have to leave the workforce until the kid is grown. Sure, go to school, get a job/career but once you have a child your career is Mother. Make it so that sending your kid to pre-school/daycare carries the stigmata of you being a single mother.
