The article even has a date stamp of 03/16/2022. It said the earthquake happened on "Wednesday evening," which is 03/16/2022.

I checked nhk.jp and it was simply about the 13th anniversary of the Fukushima earthquake (i.e. no earthquake there today). https://www.nhk.or.jp/ashitanavi/311/
