Sometimes in war, and pre-war, timing is everything. If you are surrounded by an utterly corrupt swamp (like DC), you may have to bide your time until the right time to act.

Do you think it's for no reason that the Trump initiative was only executed in 2015, and not 5, 10, 20 years earlier?
