I'd say it's prop worn by damn near every politician these days, especially after 9/11. I remember it being a big deal for a bit if a congressman or senator was caught without one. It's dumb virtue signaling.
Most politicians and those that work for government agencies wear the flag pin in the US. At least the higher ups do. Police and firefighters, too. It doesn't have to be official state business for them to wear it. The chance of them being photographed not wearing it is just too high, and ain't nobody got the time to constantly be defending yourself against being called unpatriotic by your haters.
I don't know how many of them wore it pre-9/11, but after 9/11, there was a time there that if you didn't wear your little flag pin, people would ask you why you hate America. And that went for just plain old everyday citizens, not just politicians.
It's mostly just because it's expected now, in my opinion. Because the first thing your political foes will do if you walk out of the house without wearing one is to start screaming you hate America because you're not wearing your little lapel flag.
