I think you guys are missing the point.

He shot at someone, presumably killing her.

THEN, within a minute after the shooting, he called in "shots fired," but did NOT mention that HE was the ONLY one who was shooting. Said "WE are prepared to fire BACK."

That was LIE for the purpose of trying to cover up what he had already done.
