Congress is, in theory, representatives of the people so if they can reach a certain number of them it makes sense to override a SCOTUS ruling so long as it does not directly conflict with the Constitution.

On the other hand, the Supreme Court is the Supreme Court for a reason and it lords over all other circuits.
