A GAW patriot sent me the url shortly after I moaned about rt here. Must have been a couple of years ago now.
Peskov says it has now changed from SMO to war.
So far, Russia has tried to maintain minimum inconvenience to the civilian population - Hence the Special Military Operation status. The point was that the bombing and fighting was limited to Military targets. Civilians were to be spared, and even helped.
But now, the Kremlin's This MEANS War statement, meant that they are now bombing civilian energy plants: So far, thermo- and hydro- not Nuclear Power Plants, which are now seen to be energizing the NATO offensive toward Russia. Note also that previously, when SMO, the Russians bombed relay points only, that could be repaired within days. This time round, the damage may not be repaired until peacetime.
Plus, from history of recent battleground use, Russians are now satisfied that their Soviet 1500kg glide bombs can be delivered with sufficient, guided accuracy (and they have plans for their 3000kg ones). For example, they bombed that hydro-electric plant, without harming the actual dam. So no eco-disaster downstream, just yet. However, it seems that some disregard is now made for civilian concerns. Note that the raids are still mainly at night, so presumably skeleton crews working in those power supply facilities could be collateral damage, at this point. [Puts a new spin on the term graveyard shift].
The entire Ukraine is now a full-scale battlefield. Anything that NATO even thinks to use for its offensive purposes are legitimate targets regardless whether they serve dual civilian purpose. Hey, NATO was clearly not concerned about the dual-use status, when they tried to take down the Bridge to Crimea.
Also, if soldiers happen to not speak Russian when they are nooticed, no difference. He ded.
