Need and will are two different things. Putin is no fool, and all the coalition against him needs is an excuse to set off the powder keg. If/when he does retaliate, it'll be in a way that they cannot easily use it against him.
I agree. This was meant to provoke. It serves no other purpose. It did not strategically hurt RUS. It only attempts to lure them into making, what would appear to low IQ/info people, a first strike against NATO.
