From what I read, basically yes. The very heavy chan and anchor drops 50-100 feet into the bay and doesn't get enough slack drawn out of the ship to have a heavy enough portion of anchor and chain to do anything significant to slow the forward momentum. They basically just dragged a small amount of chain through the mud to little or no effect. It does show that they didn't just throttle up and ram the bridge though.

From what I am reading. Local pilots were aboard the ship.
That's how it is near me, you have locals or tugboats steer the ships into port because. This because the local harbor is tricky.
The black smoke could also have been the result of a sudden throttle up, maybe to reverse or to ram, either way will never know the truth, just what they decide to tell us
There was a news station that flew over and a dropped anchor could be seen so I'm supposing they were trying to stop.
