If I had to guess. Either it was never actually loaded. Or some manager or something made the decision to have unloaded off the books. Most Corporations make a habit of encouraging the hourly help to not question management. So as far as the grunts would be concerned. It’s a decision that makes no sense to anyone except management. Much like so many other business decisions.

Still there’d be 13 days before the theft is discovered. Enough time to sell it under the table. Cook the books and hide the evidence.

There’d be no shortage of people who’d buy 30 tons of explosives. Cartels, various Right and Leftwing Militia/Anti-Government outfits, 3 letters looking for stuff not readily traceable back to them, PMCs, Gangs etc.
