Contractors definitely should be included in the hypothetical upcoming audits. Really, any self-respecting municipaIity or local government organization would have at least one audit every couple of years, for every department. But that only addresses internal budgets and processes. IMO, there should be a qualitative long-form unstructured interview-type audit of all employees as well - to root out crooked and stupid management. As a side-bar, executives should be qualified enough to read those reports, but that is another matter.
More often that not, one will find the honest ones are working at street-level, but the current theme is that only high-level managers are included in such long-form conversations with auditors - and they are the very ones who have greased and brown-nosed their way up the LOL-corporate ladder. Their narcissim has no bounds, and often they will stamp on the heads of their teams to get there, so there is an in-built bias presented to the hapless auditor.
In the end, it will require a cultural change, starting with going beyond the objective budget numbers and checking process consistency etc. But I agree, let's start with some audits. Sunlight is always the better remedy it seems.

Want to make software more efficient...NOPE, can't do it... Want to check the actual numbers against the deposit, NOPE, can't do it.. Want to check the amount HOMEOWNERS TAXES and BUSINESS TAXES...NOPE can't do it...
These individuals were UNDER-REPORTING THE AMOUNT OF TAXES COMING IN SO THEY COULD ASK FOR A LARGER BUDGET THE FOLLOWING YEAR...and this goes on in all the Property Tax Depts in the US...
There NEEDS to be an AUDIT OF ALL TAXES AT ALL LEVELS OF GOVERNMENT, LOCAL, STATE, FEDERAL...

I had a similar story regarding a local municipality, but deleted it because it would have prolly been incriminating to certain individuals in my neck of the woods - and I don't think that I would fare wel, just yet, given the current climate to cover asses. It also involved homeowner taxes and how that money is used. Furthermore, it involves insurance companies and a whole industry of extraneous work on commercial buildings.
But I feel it coming in the air, etc.
Frustration is a very underdescriptive word in this context.
