The government doesn't pay for anything. They're digging around in our pockets and stealing. Yeah I definitely agree with you, why would the shipping company not be liable for all damages?
It's all about who does the clean-up.

So if a company owned by communist China damages US infrastructure, American taxpayers need to pay for 100% of the damages, and China corp. 0%. Am I hearing this right?
And of course, the "republicans" in congress will proudly hail the spending as a glorious example of "bipartisanship" in action.
I've got a better idea. China pays for a new bridge, and lawsuits get filed against Baltimore for not having adequate protection, and protection procedures in place to protect that bridge against this kind of accident.
