That's over $11,000 / year! He should look into an individual family plan from an specialist broker. He can probably get better coverage for less money. He could negotiate with his boss for the difference.
At least have him take a look.

My wife and my mother were both HR/Benefits back when HR actually looked out for the people. I learned a lot about leadership from Mom and Benefits from the Mrs.
