Yep. These kind of ideas are being floated everywhere. It just so happens, the IRS does this too. Even worse, IRS is chasing after expats actively.

The Netherlands it floating the idea to make expats for 10 or so years liable for Dutch taxes. Moving officially now, means a conservating lien is put on your assets.
