There may be more to the story but in this video I didn't see a common denominator as you mention. I'm sure the problem with teens in Northern Australia is not the same as Milton Keynes.
Milton Keynes has a diverse ethnic mix and that's what I saw in the video.
It looked to me like a bunch of mainly school kids running amok before a break and running into some over zealous security goons, escalating the situation.
The common denominator for me is the inability to punish children for bad behaviour. I believe in N.Aus they call them the "untouchables".
DId we watch the same video? There's a ton of fros bouncing around and looked like 90% of the crowd were kids of either African or Middle Eastern descent with a few white trash hooligans sprinkled in. Didn't look very "diverse" at all.

Perhaps I misunderstood what the common denominator is.
I assumed, perhaps wrongly, that the reference was aimed at the Muslim element, given the issues currently in the UK,
It now seems that it's simply the non white aspect of it. Multi-culti Britain at it's best.
