Even if they gave them a full vaginoplasty and removed their penis, they wouldn't have to live as women if they didn't want to. Plenty or men who have transitioned to women and then regretted it have gone back to living as men even without a penis. Plenty of women live their lives as men without having a penis.
It is just needlessly complicated and doesn't really stand up to some basic questioning.
