OMG the California Constitution is a mess! So many articles, and making reference to lower laws which are subject to change any time in the legislature. That means every time they change, the Constitution must change. They have an article on usury setting interest rates and it basically says interest on property loans are whatever the unconstitutional Federal Reserve (Rothschild) bank wants.
