Because maybe (hear me out, this one's crazy) teens growing up and surging with hormones are naturally confused about who they are individually and socially ? And that a functional society's task should be to teach them about their roles instead of playing make believe, mutilate and drug them ?
Hormones also lead to thoughts about easier access if they were the opposite sex.
Almost any person I knew my age when I was a young teen had invasive thoughts of "damn if I was a girl..", "damn if I was a boy.." because it would give them easy access to the opposite bits.
Wasn't until modern day that those invasive thoughts that got quickly tossed aside because of reality are now "affirmed" and encouraged, telling them that they can actually become a girl.
