In California, many school districts have created "homeschool charters," which is basically just a support system for homeschool parents. Parents register with the district and get access to tutors to help in areas the kids struggle, access to supplies that are expensive (ie 3-D printers), access to a school library, and some of them even give you vouchers for extra-curricular activities.
I reckon these "homeschool charters" are cash cows. CA gives each school $17,000 per year per child. While I have not confirmed this, my belief is that these "homeschool charters" still get their $17,000 per year per child, but have only a tiny fraction of the costs associated with running a school.
edit to add: charter schools are essentially private schools that are funded with tax dollars instead of parents paying the tuition. They are allowed to be for-profit.
