There was a 4.5 or greater just North of Oroville (Horrorville) dam. The inundation zone map (original ones) included Sacramento in several scenarios. The new maps (done after the spillway collapse) paint a rosy fairy tale.

Watch the water, IMO, means the dams, which can inflict terrible damage, bridges and tunnels, railways and ports - one fell swoop.
