There are many who must work on voting day. That said, those shifts should be balance with all employees staffed (see hospitals, gas stations, emergency workers, etc...). Max 4 hour shifts for citizens to encourage the culture to focus on voting.
Also, any green card holders would not have that privilege. If enough staff are legal residents for work, they should be expected to work full shifts that day IMO. Though let every business decide how they want to approach it.
