NATO was started by the USA to combat the Soviet Union, they got most western nations to join it. When the Soviet Union collapsed that made NATO redundant as their main opponent was no more, the logical thing to do was to dissolve NATO.

But no, the USA would not have that and continued funding and arming NATO, presumably for reasons of leverage over Europe, so it expanded eastwards. When Russia asked to join NATO they said no and the eastwards expansion continued

And now the USA wants to get rid of NATO and blame Europe for costing them far too much.
