In essence they are holding people prisoners on that bridge, denying their freedom of movement. I believe these are felonies and these people need to be arrested and prosecuted for these acts. There should be civil penalties also, these people should be sued by those people affected.

In clown world, the LEO would declare your protest of the protesters a danger to public safety and a disturbance (breach) of the peace. You would end up arrested and charged with blocking traffic on the freeway and the protesters whom were there first and actually blocked traffic creating the actual hazard will continue doing whatever they want without interruption or citation from the police.
