Most of the data is temporary cache files, unless you download manually yourself. Telegram has much better storage control in the app now, where you can set specific limits on pictures, videos, auto-downloading, based on how much free space you have available.
In any case, having Telegram or not won't matter in the case of privacy - intelligence agencies will have backdoors into our phones regardless of what specific apps we use, they'll just have to jump thru another hoop or two. Just depends on what content a person wants to follow.
With Musk buying Twitter and the Reformation of it as a platform, the "need" for Telegram not like it was a couple years ago. It's a nice option to have, though.
