at the time, Glenn Beck had gone to Washington DC, to supposedly meet in secret with a group of "concerned congressmen", one of which had said something to Beck to the effect of, "ya know... maybe we ought to just scrap everything, and return to the US Constitution"

at the time, i took that to mean that they would scrap every law that had ever been written, and start over, with nothing but the constitution.
