Look at the photo below. Is this the third pic Q was asking us to look for? Notice the girl in Obama's lap has dark hair however the hair against Obama's face is blonde. The pic appears to be photoshopped?

Good post. The 3rd Wendy photo is still a mystery which I had forgotten about.
Its a creepy photo, but the blonde hair is not photoshopped. Heres the high-res version where you can clearly see some of her hair is bleached/blonde. Asians do this.

It also seems to be the same asian girl photographed in the boat with Obama and George Clooney. She has the same blonde hair streaks/highlights.

Looking again, look at her chin in the WH link, white line going around her chin. Look at the hair in front of Obama's nose. Blonde hair going in the wrong direction, branching out into 3 pieces.
Again, looking at the section in front of Obamas nose, the separation of the blonde / black hair, very distinct border on the black section of hair, not well blended.

To me the black and blonde hair does not blend well. Using the link you provided, look at the hair near Obama's nose. There is a single blonde hair coming out of her black hair that looks out of place. The boat picture shows a blonde patch on right side of her head that is not in the WH pic. The boat pic does not show blonde tips on her hair.
There are no other photos of this girl with blonde tips on the web, I searched, her name is Savita Ng. If you trying to debunk the photo shop pic, why not show Savita and her mother with the blonde tipped hair?
Again, look at the WH pic you provided, look at the border of her head against the wall on her right, your left. There seems to be a couple lines where the face could have been superimposed. Those blonde tips could have been added to make the blonde hair on Obamas face look appropriate.
The only photo of blonde tipped hair of Savita is with Obama sniffing her. If you can find a photo of Savita with blonde tipped hair, please provide the link.
I have 4 nieces, I have never shoved my nose in their hair like this, it's not normal, it's creepy.
I upvoted your post because the 3rd wendy photo is a mystery that should be discussed. And you have clearly done some actual research into this.
But it's not a photoshop frog. Here's another photo of her with blonde highlights/streaks.
