It's rubbish. The Clock would show something completely different if you or I made it, or anybody at all.
Who determined the circumference? 1mm difference in spacing and everything would line up differently.

It’s either 1 post or 1 day per minute. The circumference has to grow because the arc has to accommodate the next row.
If you made the clock in the middle slightly smaller or slightly larger it would skew the entire lineup
No, because it's 60 minutes in the hour. So the arc would grow in proportion.
