I believe learning another language to fluency should be a requirement for every child. It "breaks and reforms" the brain into a much more useful, flexible tool. Music does this as well, if one is made to play it and learn to read it.
Bandler and Grinder created NLP in an attempt to optimize the use of the English language for effectiveness. This was initially in an attempt to understand how hypnosis works (they did extensive research on Milton Erickson, the famous hypnotist, and this became the book "My Voice Will Go With You", which I recommend), and took the position that the mind is a meat computer and the instructions fed into it can be over-ridden to heal trauma, etc. These folks achieved a level of mastery that borders on wizardry. Bandler is a gifted hypnotist, and Grinder is more of the scientist (the names seem to match the abilities, hah).
English is perfect for hypnotism, because its syntax is varied and sometimes vague, and the payload of a sentence can often be back-loaded.
I should add a codicil: Math, taken to a level beyond what will be taught to your average 8th grader, is basically indistinguishable from a language (in terms of its effect on the brain).
