Because the whole first half of the video was about Paxton's lack of action and establishing he, not Abbott, had authority in this matter. I did, indeed, miss this guy's identity. In my defense, some of his printed word graphics go very fast and/or appear in very small fonts. I use a phone, so slowing videos down or trying to do the start, stop routine mostly doesn't work because of my fat, arthritic finger. Sorry and thank you.
