You need two conditions:

1. The debate ends with a blood draw from both candidates on national TV for a drug test and a DNA test so we know who was actually debating and what they're hooped up on
2. The moderator is only allowed to ask questions about topics that at least 10% of Americans surveyed indicated were the most or second most important issue facing the US and both candidates get the same question
