Notice that Dowd doesn't say action to end self-custody, he says "cut off". The cutoff point for the average person is being unable to remove crypto from their exchange/brokerage/scammer.

People who use unlicensed cryptocurrency money transmitting services may encounter financial disruptions during law enforcement actions, especially if their cryptocurrency is intermingled with funds obtained through illegal means.

^ TBH this almost reads like a warning to the cabal: we're about to have to do enforcement so move your ill-gotten gains now before they are frozen...
