They kinda failed when it got cold in the winter a few years ago.
This actually is a planned outage, for maintenance purposes. They are just issuing a notice that they need to delay a planned outage because they don't have enough reserve resources stocked up elsewhere in the power grid to support the usual demand during the planned maintenance outage.
