The old Political system is outdated. All issues can be voted on directly by the Population. The Ghost Government Candidates would put forward the ideas and goals they believe are the priority and the constituents would vote in the Candidate they believe has the best interests of the Nation, State and Regions. Also, another new concept would be voting rights have magnitudes. If you are a long time Nationalists and your contribution is large in your District your vote may count as 2 Or 3. If you have mooched off the system your entire life, your vote is 1/2 or 1/4.
The Ghost Government will spend half their time traveling like a Circus from State to State. Each Travels in a Motor home or Tony House on Wheels. Each year a few States will host the Circus and lobby for what they want in the current Government(s).
