Then don't say they stopped all immigration. Severely limiting immigrants from select countries is not at all the same thing as stopping "all migration for 50 years".

True. So what we do is what our ancestors did after the Ellis Island influx. They stopped all migration for 50 years.
We have never stopped all immigrants from entering the country. Ever.
