He said this when I mentioned that there were no wars under Trump.

Sometimes we sold arms to non-allied countries as well. Mostly depended both on the geopolitical interests of whichever current Presidential Administration was in office. And the interests of both Corporate America and the 3 letters. Both of Which sometimes undertook Arms sales to foreign groups with or without Government approval.
