I think the only thing Jay Inslee will respond to is force by local militias. In other words, you might need to stage a military coup in order to get the Dems out of office in Washington State.
As for verifying election results, we need a nationwide system of audits.
Here is the new Presidential calendar:
November (day before election day): Congress adjourns and ends their current session. We need a constitutional amendment banning lame duck sessions.
November (first Tuesday following first Monday): election day
Mid November to early January: Audit season
Mid to late January: States certify results.
First Monday of February: The electoral college meets in every state capital to vote for President and Vice President. That same day, the new Congress begins.
The Wednesday after President's Day: Congress meets in formal joint session to count the electoral votes.
March 4th: Inauguration Day
