The declared ceiling is 15,000 meters so I assume that's what he meant. Idk much about using nukes for EMP purposes, but a cursory search suggests that you need to detonate it much higher than 15km.

Oh meters okay yeah that's about right most fighters are around 50,000 ft give or take.
