They spend record amounts. Because the city without fail gives into every demand of the Teachers Union else wise they strike and crime rates spike as the kids from the particularly crappy schools run rampant with limited to non-existant supervision from parents who were either trash to start with or are working full time and barely making ends meet. And the Chicago Teachers Unions without fail always demand more money, more investments, and lower expectations and goals every bloody contract negotiation.
There’s a few industries where Unions make sense. And the Companies involved in the industry are notorious for unethical practices and screwing their employees the minute they think they can get away with it.
Teaching is not one of those industries.
As the saying goes, you can't make chicken soup out of chicken shit.
Schools can only do so much with what the parents are sending them. And when you see what the parents in Chicago are sending to the schools, the results make sense. (All of this sets aside the wokies in education. They only make things more difficult.)
