As a patent lawyer, I’m often asked if an invention has to be proven to work before it can be patented. Generally speaking, a working model isn’t necessary in order to receive a patent.

This is good to know, thank you for that. So the concept is to just be able to patent an idea before someone else can claim they had the concept first is what it sounds like. Is that right?
That's my understanding. They can, however, at their discretion ask for a working prototype before issuing a patent.
