In the Urban setting, I work in I had to admit the Honey Wagon into the loading dock to service the portable toilets that were inside and one outside the dock. They were there for a large tenant buildout of multiple floors of the building. They had 8 like the ones you see everywhere and 8 that were on wheels and could be rolled up via the elevator. These had no roofs. They were serviced weekly. Took the man about 15 minutes each time he came.
Note: Illegal construction workers make them filthy for some odd reason. I doubt the homeless would be any worse.
I guess the one outside the dock was for early arrival construction workers before they could get into go to work, but I thought they put it there for the homeless. I was wrong because eventually it was chained shut at night after they found homeless sleeping in it. YUK!

Yeah there was a modern free toilet in SF, occupied, waited and waited. Decided someone had taken it over and gone to sleep.
So free toilets are not a solution either if you can lock them from inside. Sad!
