That’s 3 Presidential Terms where the project would need to survive budgetary constraints. Many of our monuments suffered similar fates. Being left half completed compared to what was originally planned.
And frankly the Federal Government never had formal access to the Wealth or Power to build such an opulent structure if they so desired until really about the late 1940s. And by that time. There was larger fish to fry and corruption to do then making pretty Tourist attractions.
