In the UK they SAY things like this, to stop you getting uppity, then they return with the signed documents flapping in their hands while they shrug. Ex PM Gordon Brown famously signed a EU treaty without even MENTIONING IT. (Lisbon I think).

EDIT: no he didn't sign it when there was a ceremony, everyone was all happy about it, then he flew back later and signed it in a windowless room and hoped nobody would notice. Traitor! (and he sold most of our gold literally at rock bottom prices)
