In Bannon's case President Trump had asserted Executive Privilege and Bannon's lawyer also advised him that he could not testify for that reason. In Navarro's case, President Trump did not maintain a claim of Executive Privilege and Navarro did not base his assertion on following his attorney's advice. It appears to me that Bannon has a much better chance of being heard by the Supreme Court and possibly the full DC Court because of the two issues of active Presidential assertion of Privilege and the separate assertion of following Attorney Advice. Many Biden and Obama advisors may be interested in Bannon's case being overturned.
