It appears his identity was stolen by someone. He appears to have been replaced after Japan 1992 by body double or someone in a mask. Unclear if this was the first time he was replaced. Appears to be blackhats (Clintons/rival cabal faction?) replacing him in 1992, presumably as insurance in case they could not rig the 1992 election to remove him and get Clinton in place.
