Good question, they used to consider you not vaccinated until after 14 days so if you died within 14 days of getting the shot you are in the unvaccinated column. Helped to cover for the deaths caused by clot shots while boosting the unvaccinated deaths. One of many clever tricks they used. Is this still the case?
