That is incorrect. You most certainly can do it with the embedded chip. It was demonstrated multiple times by a testing group that placed their results on YouTube a number of years ago.
The driver found that the person with the remote capacity easily could lock him in his car, turn his radio on to excruciating volumes, and take control of the car and nothing he did could stop any of it. He was terrified by the experience.
At the conference featuring AZ Rep Eli Crane, wherein they publicly dislosed that the U.S. and 'others' possess Directed Energy Weapons that: "....leave no bullet holes, entry wounds or evidence..." that there is another way to cause a car accident. See below:
