Ebrahim Raisi seems to be a classic case of "CIA creation that turned against the CIA and hence enemy of the state".
The story of current day Iran starts with the fall of the Shah of Iran who was deemed by the West to not be compliant enough and the CIA instigated the students in Iran, under Khomeni, into over throwing the Shah (who was pretty modern, and there are a couple very famous interview clips where he calls out the American Deep State).
Ebrahim Raisi studied under this Khomeni and made his way into the power structure of Iran, most notably as the deputy prosecutor of Tehran in 1988 when he ordered summary execution of political prisoners, hence earning the nickname "Butcher of Tehran".
Who were these political prisoners? They mostly belonged to the group known as People’s Mojahedin Organization of Iran which, unsurprisingly, was also involved in the overthrowing of Shah of Iran, but after the overthrow ended up being opposed to the Khomeni hardliners and became his enemies.
So we have Shah of Iran, over thrown by liberal students and hardliners under Khomeni (both most probably funded by the CIA), who turned against each other due to ideological differences, and the Khomeini group emerged victorious and Raisi was the guy who liquidated the leaders of the liberal faction.
Its all dirty and bloody, like anything that CIA touches, but I don't think either side was a martyr in that conflict. If liberals came to power, they would probably have been like the communists in China under Mao. Either way, Iran served as a paper tiger for the Globalists to keep the embers of conflict in ME warm, while helping keep their war well oiled.
Every CIA asset who becomes a puppet leader always ends up dying a horrific death, mostly after they turn against their masters.
