That "Kaiwan"/Chiun/Rephan is thought to be analogous to Saturn. That is the "god", who is using them as a vehicle for his tyranny over the world.

Edit: I know you probably already know this. It is just interesting that they do seem to be chosen by a "god", to rule over the world. Sort of.
